Chairman’s Message Railways are far more than a mode of transportation—they are a strategic national backbone that drives economic vitality, social cohesion, and sustainable development. In a country of India’s scale, diversity, and developmental aspirations, the safety of the railway system is inseparable from national progress. A safe, resilient, and reliable railway network not only safeguards human life but also reinforces public trust, enhances operational efficiency, and ensures inclusive access to mobility—pillars upon which a developed nation firmly stands. In this context, the establishment of the Rail Safety Research and Development Forum represents a forward-looking institutional initiative rooted in responsibility, innovation, and national commitment. The Forum is envisioned as a knowledge-centric platform that integrates policy, research, technology, and practice to strengthen the safety architecture of Indian Railways. It aligns closely with the national vision of Atmanirbhar Bharat, promoting self-reliance through indigenous research, advanced technological solutions, and capacity building in rail safety systems. Simultaneously, it contributes meaningfully to the long-term developmental agenda of Viksit Bharat 2047, where infrastructure excellence must be complemented by globally benchmarked safety standards and governance frameworks. The Forum seeks to create a dynamic ecosystem that fosters evidence-based decision-making, interdisciplinary research, and continuous professional engagement. Through structured dialogue, collaborative studies, and global knowledge exchange, it aims to address emerging challenges in rail safety—ranging from increasing network complexity and high-density operations to the implications of climate change, urban expansion, and rapid technological transformation. In today’s interconnected and risk-intensive environment, traditional compliance-driven safety models are no longer sufficient. There is a pressing need to transition towards anticipatory, data-driven, human-centric, and systems-based safety approaches. The Forum advocates this evolution by encouraging predictive risk assessment, integration of digital technologies, human factors engineering, and resilient system design—ensuring that safety is embedded at every stage of planning, execution, and operations. Furthermore, the Forum reflects India’s global commitments, including those articulated during international platforms such as the G20 deliberations, where infrastructure safety, resilience, and sustainable transport have been recognized as shared priorities. By fostering collaboration among regulators, operators, accident investigation bodies, industry leaders, academia, workforce representatives, and civil society, the Forum strengthens both national capabilities and India’s contribution to the global rail safety discourse. As India advances towards becoming a developed nation, the modernization, expansion, and digital transformation of its railway network must be anchored in a deeply ingrained culture of safety. The Rail Safety Research and Development Forum serves as a critical bridge—connecting policy with practice, innovation with implementation, and people with purpose—ensuring that safety remains the central pillar of growth and transformation. As Chairman, I firmly believe that safety leadership is synonymous with national leadership. The RAIL SAFETY RESEARCH AND DEVELOPMENT FORUM provides a forum for an in-depth exchange of experience and lessons for improving rail safety and is exclusively devoted to rail safety issues.
The first Conference was held in 1990, as a result of a joint Japan Rail East union and management initiative.
Advisory Members to the conferences are typically expected to offer to present papers, or to chair one of the sessions.
Regular attendees at the RAIL SAFETY RESEARCH AND DEVELOPMENT FORUM benefit by developing strong working networks that give the added advantage when safety issues arise and advice or guidance is required.
