MAJOR RAILWAY SAFETY PUSH – INDIAN RAILWAYS ACCELERATES “KAVACH” EXPANSION Indian Railways has taken another significant step towards strengthening railway safety by accelerating the nationwide deployment of Kavach, India's indigenous Automatic Train Protection (ATP) system. With an estimated investment of approximately ₹1,364 crore, the expansion project reflects the Government of India's commitment to enhancing operational safety, preventing train collisions, and modernising railway infrastructure through advanced technology. Kavach is a state-of-the-art safety system developed by the Indian Railways in collaboration with Indian industry partners. The technology is designed to automatically control train movement and prevent accidents caused by human error. It continuously monitors train speed, signal aspects, and track conditions, ensuring that trains operate within safe parameters. The system acts as a protective shield by automatically applying brakes whenever a train driver fails to respond to warning signals or attempts to exceed the permitted speed limit. This significantly reduces the risk of collisions and signal-passing-at-danger (SPAD) incidents. Benefits for North and South Railway Zones The North and South railway regions are expected to benefit significantly from the ongoing Kavach rollout. These zones handle millions of passengers annually and witness heavy freight operations, making advanced train protection systems particularly valuable. The implementation will: Improve passenger safety across busy routes. Reduce dependence solely on human intervention. Minimise operational risks in dense traffic sections. Enhance reliability of train services. Support future high-speed and semi-high-speed rail operations. Strengthen disaster prevention and emergency response capabilities. Supporting the Vision of a Modern Railway Network The expansion of Kavach aligns with the Government of India's broader vision of creating a technologically advanced, safe, and efficient railway network. Alongside track modernization, electrification, station redevelopment, and digital signalling initiatives, Kavach represents a cornerstone of India's railway safety transformation. As Indian Railways continues its modernization journey, the wider deployment of Kavach is expected to play a crucial role in achieving the goal of "Zero Avoidable Accidents" while ensuring safer, faster, and more reliable transportation for millions of passengers across the nation. Along with modernization, passenger safety, operational efficiency, and public welfare remain the highest priorities of the nation. The All India Rail Safety Council (AIRSC) appreciates the continuous efforts of the Ministry of Railways, Railway Protection Force, railway employees, engineers, loco pilots, station staff, and safety personnel who work tirelessly for the protection of millions of passengers every day. Indian Railways Achieves Major Reduction in Railway Accidents Indian Railways has recorded one of the lowest levels of consequential train accidents in recent decades. Railway safety initiatives including track renewal, modern signalling systems, and the indigenous “Kavach” Automatic Train Protection System are contributing significantly to safer operations. The Ministry of Railways reported that accident levels have drastically reduced compared to previous years, showing the positive impact of safety-focused investments and modernization. 2. Expansion of “Kavach” Safety System Indian Railways is rapidly expanding the installation of the indigenous Kavach safety technology across important railway routes. Recently, approval was granted for additional Kavach installation in Eastern Railway sectors to improve train protection and collision prevention systems. AIRSC welcomes this major initiative and recommends accelerated nationwide implementation. 3. ₹23,437 Crore Railway Expansion Approved The Government of India has approved major railway infrastructure expansion projects across six states with an investment of ₹23,437 crore. These projects aim to: • Reduce congestion • Improve operational efficiency • Increase freight movement • Enhance passenger safety and punctuality 4. Southern Railway Shows Strong Operational Performance Southern Railway has reported excellent performance in passenger services, operational efficiency, parcel revenue, and signal & telecom systems during FY 2025–26. New special trains, station upgrades, and improved logistics services continue to strengthen passenger convenience across South India. 5. Safety Awareness Needed Near Railway Tracks A tragic incident involving a mobile phone distraction near railway tracks has once again highlighted the importance of public awareness regarding railway safety.
