AIRSC INITIATIVE FOR RAILWAY HEALTHCARE & JANAUSHADHI SERVICES Enhancing Passenger Safety, Public Health & Affordable Medical Access The All India Rail Safety Council (AIRSC), as a leading national institution dedicated to advancing railway safety and public welfare, has undertaken a strategic initiative to strengthen healthcare access, emergency medical response, and preventive health systems across India’s railway network. Recognizing the scale and critical importance of Indian Railways—where over 23 million passengers travel daily—AIRSC has conducted an in-depth assessment on establishing Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJK) at major railway stations across the country. This initiative is designed to integrate rail safety with public health infrastructure, ensuring that passengers, railway personnel, and the general public have access to affordable medicines, timely medical care, and emergency response services. Strategic Need and National Importance Indian Railways is one of the largest transport networks in the world, serving as the lifeline of the nation. With such a vast passenger base, there is a critical need for: Immediate medical assistance for traveling passengers Emergency response during accidents and untoward incidents Preventive and occupational health systems for railway employees Affordable and accessible medicines for the public The proposed integration of Janaushadhi Kendras within railway premises addresses these needs by combining healthcare accessibility, affordability, and safety preparedness. Core Healthcare & Safety Functions 1. Medical Support for Railway Passengers Immediate medical assistance for passengers falling sick during travel On-site primary healthcare services at major railway stations Emergency stabilization before referral to hospitals . Emergency Response to Railway Incidents Medical support during railway accidents and untoward incidents Handling approximately 360 incidents annually Rapid response systems to minimize casualties and improve survival outcomes 3. Emergency Treatment Services кругл-the-clock emergency care for passengers and railway users First aid, trauma care, and stabilization services Integration with disaster management systems 4. Occupational Health Services for Railway Workforce Pre-Employment Medical Examination (PEME) Ensuring only medically fit candidates are recruited Approximately 50,000 candidates examined annually Periodic Medical Examination (PME) Continuous health monitoring of serving railway employees Ensuring fitness for safety-critical roles Approximately 1,20,000 employees examined annually Medical Boards & Certification Medical evaluation and certification for serving employees Fitness assessment for duty continuation and specialized roles 5. Health Productivity & Workforce Efficiency Reduction in loss of man-days due to illness Effective monitoring by medical officers Current sickness-related loss maintained at approximately 2%, reflecting strong health management systems Integration with Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJK) AIRSC envisions the establishment of Janaushadhi Kendras at key railway stations to provide: Affordable generic medicines across all therapeutic categories Access to essential healthcare products and surgical items Availability of a wide product basket including 800+ drugs and 150+ surgical items Future inclusion of advanced medical products such as stents and implants This initiative supports the Government of India’s vision of affordable healthcare for all, while leveraging railway infrastructure for maximum reach and impact.
